Shooting of Renee Good by an ICE agent.
Notable: Agents have no authority to order citizens around, as they did in this case.
Notable: The illegal order given to Renee to ""get out of the car..." occurred only 5 seconds before she was shot dead, with three point-blank shots.
Those shots were fired in rapid succession from safety by a rogue agent who violated DHS policy.
His violation of policy was not a mistake of a newby. He has ~10 years in law enforcement.
ICE’s policy on shooting at moving vehicles
ICE’s current use-of-force policy prohibits its officers from “discharging firearms at the operator of a moving vehicle” unless it is necessary to stop a grave threat. The policy is explicit that deadly force should not be used “solely to prevent the escape of a fleeing suspect.”
The agent placed himself near the front of the vehicle despite agents being told not to do so, since about 2013.

Gunfire erupts
The federal agent standing to the front-left of the vehicle pulls out his gun.
The moment of the shooting is captured in at least four videos verified by ABC News. Three eyewitness videos emerged on the day of the shooting. A fourth, taken by the officer who shot Good, was obtained by ABC News on Jan. 9.
With his right hand on his drawn firearm, the federal agent's left hand is still on his phone, with both pointed at the Honda Pilot. He fires the first shot through the front windshield toward Good at 9:37:13 a.m., according to ABC News' metadata analysis.
About fourth-tenths of a second after the first shot, as the car continues to move forward, a second shot is heard.
Shots were spaced less than a half second apart.
Every aspect of the killing is shocking, including this one.
More than six minutes after shots rang out, local first responders are seen on video arriving at the site of Good's crashed Honda Pilot.
9:45:30 a.m.
Good is carried from the scene
Firefighters carry Good to the corner of Portland Avenue and 34th Street where they appear to begin administering CPR. Seven minutes later, Good's body can be seen on video being carried into an ambulance.
A physician on site was prevented from providing aid to Renee during the time that it might have saved her life (???).
After being shot, Renee was moved, roughly, to a location farther from citizens with phone cameras who were documenting the scene. WARNING-This little-know video angle is even more upsetting and graphic than the other videos of the killing.
After far too much time Renee was moved into an ambulance. Meaningful aid did not occur for 10-15 minutes according to eye witnesses.
Omitted from the time line: Reinforcements emerged to support ICE agents before anyone bothered to help Renee.
