Lawmakers in the last minute of the Utah legislature passed HB 242 out of both chambers at 11pm Friday, March 6th to take effect immediately upon the governors signature.
He stayed up and signed the new law immediately.
This law changes the rules around initiatives and referendum petitions immediately, including: - significantly relaxing the requirements for signatures to be treated as valid (dates can be in error now)
- while also making it noticeably more onerous to remove the thousands of ill-gotten signature from the petition.
- Clearly this law change, mid-stream, was designed to slow down the pro-democracy movement, Better Boundaries, Burrn and LWV.

GOP is PRETENDING that a pre-paid postage is a form of a bribe
at the same time their leadership has BEEN EXCUSING forgery, fraud, intimidation and rampant procedural violations that tricked voters into signing the REPEAL Prop 4 petition. .
Voter may no longer use a pre-addressed envelope to clear up trickery.
Voters may not longer use a-prepaid stamp to clear up a change of mind.
Many voters must go to the county clerk’s office in person to remove their name from a petition-because there are time limits for removing their signatures exacted by the Utah supermajority.

3. Date errors-- The bill says signatures can’t be rejected solely because the date has a one-year error. which many believe relates to the large number of signatures (over 2000) that suddenly appeared this week in Davis County connected to the Prop 4 petition.
We are in the thick of the initiative to repeal the prop 4 petition with verifications and removals still being processed. Utahns deserve election rules that are clear, consistent, and not shifting midstream based on the whims of our Legislature.

Why did they do this ? The effort to stop the petition to try to repeal the fair boundaries process may be working, and the Republican dark money funded legislature does not want real competition in Utah. The bill makes it illegal to mail a removal form to the county clerk offices, makes it ok to sign a petition for someone else, and makes it ok to have errors on the signature packets.
BURRN – Brave Utahns Rapid Response Network, has been working tirelessly to keep the ballot initiative from getting on the ballot, and we are working this weekend to guide people to remove their signatures if they want.

URGENT- Prop 4 repeal update!
SB 242 Initiative and Referendum Signature Gathering and Removal Amendments imposes a web of new restrictions on the signature removal process that are far more burdensome than anything required of the signature gathering process itself.
It’s hard to read the changes as anything other than a direct response to the ongoing redistricting effort by Better Boundaries and its allies.
The message is clear: the Legislature is comfortable with people signing petitions, but it wants to make it as difficult as possible for people to change their mind—particularly when an organization is helping them do so.
If you’re wondering what it looks like when the Legislature uses its power to protect itself from the voters it represents, this is a pretty good case study.
- There is a mountain of evidence that the “Repeal Prop 4 effort” is seriously tainted by rampant misbehavior, by hundreds of forgeries, by lies, by fraud, by a complete disregard for the essential procedures that were put into place by the legislature to make sure that petitioners gace an accurate representation of the petition’s purpose to voters.
The Utah GOP supermajority and the Governor decided that these major issues and criminal actions did not need to be corrected or considered. INSTEAD they swept in a secret eleventh hour law-change to protect their petition from the ACTUAL will of the voters. How did they do it? They criminalized the gift of a postage stamp.

- True fact! Apparently forgery, systematic misleading of voters, trickery, and intimidation of Utahns are not a problem for them.
The Utah STAMP ACT (HB242) has the effect of making it harder for misled Utah Voters to remove their signature from a petition that they do not actually support. How does it affect the voters whose names were forged? Lt Governor Henderson and judges of the Utah courts are fortunately doing heroic work to counteract the wrecking ball in the legislature.
Will voters fall for this latest con by the supermajority? Believe it or not, the Utah Stamp Act criminalizes gifting a stamp to a voter who was tricked into signing the R petition to repeal prop 4.
Voters know what the real crimes are.
